POPLAR LANE WATERWORKS

 The Municipal District of Lesser Slave River #124 has assumed operations of the Poplar Lane Waterworks System. To meet the requirements of Alberta Environment the municipality implemented a program to improve the residential water metering system. To accomplish this a program was initiated to replace the existing meters with advanced automated technology. This system not only allows for the implementation of a water conservation strategy but also automates the monthly meter reading and billing process.

 To allow compliance with Bylaw 2003-08 the Municipality has extended the Poplar Lane Water Meter Replacement Program for 30 days. The Municipality will continue to supply the upgraded electronic meter replacement free of charge with the installation costs to be the responsibility of the owner. Meters may be obtained during business hours at the Municipal office.

Captial & Operations Update

This report is an overview of the current status of the Public Works Operations and Capital Projects that are currently underway or scheduled for 2010.

 

TRANSPORTATION

 


OPERATION

 

Graveling Program – The Road Graveling Program began on June 1 with scheduling to include 47,900 tonnes of maintenance graveling to be placed on 236.5 km of Hamlet and local municipal roads by July 23, 2010.

 

Dust Abatement Program – The application of calcium chloride for dust control as per Municipal policy began on May 26, 2010. The budget makes provision for an early season application of 513,000 litres. 90,000 litres has been applied to date. Weather permitting thE annual dust abatement will be completed by June 23, 2010.

 

Mowing – The Municipal Mowing Crew mobilized on May 17, 2010 with their first priority being the Hamlets and Parks. Local road side mowing will begin on June 17, 2010.

 

Gravel Crushing – Tenders will be advertised on June 8, 2010 and will be closed on June 25, 2010 for the production of 85,000 tones of Road Surfacing gravels for Road Maintenance and related projects.

 

Road Reconstruction – The reconstruction of the local roads including the West Assineau access, Fehdrau Subdivision and Athabina road shoulder reconstruction are scheduled for construction in July and August.

 

CAPITAL PROJECTS

 

Northeast Mitsue Resource Corridor – The Conceptual Design Report for an alternate route from Highway #88 to Mitsue Industrial Park is completed. A meeting with Provincial agencies, the Mitsue Resource Industry and those with vested interests in the project will be scheduled for July 2010.

 

Southshore Wagner/Landfill/Access Highway #2 – The design work and specifications to allow for tender are completed. Construction permits and land acquisitions from Alberta Transportation, First Nations, Alberta Environment and Alberta Sustainable Resources are in place. This project is on hold pending the final designs of the Southshore Drive. When these are completed both projects will be tendered as a single project. It is anticipated that tenders will be called June 23, 2010 for a July 9, 2010 closing.

 

Southshore Drive Road Reconstruction – This project is scheduled to be tendered along with the Wagner/Regional Landfill Intersection Project. The detailed design is nearing completion which will allow for a June 30, 2010 tender call. This project was delayed due to site investigations that indicated major conflicts with gas, power and telephone lines. They had been constructed in the past in a haphazard way at a location other than these shown on the plans or no plans were prepared or they were not installed to accepted standards. Due to the excessive relocation costs for both the municipality and the utility owners the roadway is being designed wherever possible to accommodate these services without carrying out extensive line relocation or lowering.

 

Rural Addressing – The Address Map Books for the municipality GPS residential property locations are completed. The required signage for the Otter Creek-Ranch Road area has been ordered and the goal is to have all residential address signs in place by November 15, 2010. Due to other Public Works commitments this project was deferred this year from a March to a June start. Once the Ranch road-Otter Creek area is completed priority will be given to the Hamlets and higher populated regions of the municipality.

 

BRIDGES

 

Smith Bridge BF71600 – Major repairs to the north and south abutment spans and related works was completed on March 15, 2010 inspected and approved by Alberta Transportation

 

French Creek BF7102 – The repairs of the French Creek Bridge which included girder removal and reinstallation, replacement of timber caps and wing wall repairs was completed in May 2010 and approved by Alberta Transportation.

 

Smokey Creek BF72111 – Funding for the removal of the existing bridge culvert with replacement with a 2500mm culvert has been approved by Alberta Transportation. Tender and specifications are currently being reviewed by Alberta Transportation as bridge design specifications were revised in April 2010. Tender is scheduled to be called by June 15, 2010 for a August 6, 2010 tender closing.

 

HAMLET ROAD IMPROVEMENTS

Marten Beach – The Marten Drive drainage Study is completed and will be available to council at the June 23, 2010 council meeting.

 

Smith – Clearing, grading, asphaltic surface maintenance, drainage and back lane construction improvements are scheduled in the Hamlet for August 2010.


 

UTILITIES

 


CAPITAL PROJECTS

 

Flatbush Water Treatment Plant – The Flatbush WTP building extension to house the new chloramintation system was completed in April 2010. The project has been commissioned and is in operation.

 

Poplar Lane Water supply Improvements – An evaluation of the Poplar Lane Co-op Water System was completed in early 2010. A design concept, preliminary design and cost concepts are being prepared to allow for a tender for Phase 1 – Improvement to be called by August 13, 2010.

 

Southshore Water Reclamation Project (Sewage) – The municipal is nearing completion of this Southshore Water Reclamation Project which began in 2004. Phase 1, consisting of a MBR Wastewater Treatment Facility and wetland dispersion ponds and a collection system for the Hamlet of Canyon Creek, is completed and operational. Phase 2 which included the construction of a lift station and 4,000 meters of 200mm transmission lines, is commissioned and ready for operation. Phase 3, which included the horizontal in line boring of 16,000 meters of pipeline for the collection of wastewater in the Hamlets of Wagner and Widewater, is scheduled for completion by June 30, 2010. Phase 4, the construction of Residential Service connections and installation of the E-One low pressure sewer system is underway. The E-One pressure systems were purchased in January 2010. The tender for the installation for these units was advertised on May 5, 2010 and closed in the Municipal office on May 20, 1010. Work included 12,500 meters of 38mm diameter HDPE by horizontal drilling and the installation of 250 tanks. Award of tender is expected on June 9. Works is scheduled to start by July 3, 2010 and be completed by September 30, 2011.

 

Biosolids Dewatering – A concept study to determine the method to be used to handle the solid that are a by-product at the Southshore Wastewater Treatment Plant is underway and scheduled for presentation by September 15, 2010. A pre-design will then be carried out so that a design and specification can be prepared to allow for the project to be tendered in 2011.

 

Southshore Water Distributions System – Pressure Booster Station to improve water supply services to the Osland and Turner Subdivision areas has been tendered and awarded to Westcan Tel. The booster stations are currently being manufactured in Edmonton. Delivery and installation will be in late July with the system to be commissioned by September 30, 2010.

 

Smith Bulk Water and Sewage Transfer Stations – Detailed design and construction specifications have been completed in preparation for a June 30 tender call. The tender includes the construction of an access road, installation of bulk water and sewage collection stations and connection to previously constructed pipelines. The water, sewage and lift stations have been directly purchased by the municipality for supply to the contractor. All units are expected for delivery to Smith by June 30. The project is scheduled for commissioning for September 30, 2010.

 

Water/Wastewater SCADA Upgrade – The existing systems are currently being evaluated to determine the extent of the upgrades required to allow for reliable monitoring of all water and wastewater facilities and to meet the requirements of Alberta Environment Operating Approvals at Municipal facilities. It is anticipated that he evaluation will be completed by mid July to allow for the preparation of a tender package and award of Phase 1 of this upgrade by August 30, 2010.

 

Water Meter Replacement – To improve the efficiency of water meter reading and improve residential invoicing the municipality will be phasing out the labor intensive touch pad system, visual reads and the costly ATCO Read System. These will be replaced with an automatic computer radio frequency reader and invoicing system installed in a Utility Department vehicle. To date meters have been replaced in Poplar Estates and Flatbush. New meters are currently being installed in Smith and Southshore.

BUILDINGS

            Smith Public Works Shop – Repair of Transportation Shop roof was completed in May 2010.

 

Smith Complex – Work underway for roof repair on the central annex roof, completion scheduled for June 19, 2010.

 

Widewater Complex – An engineering structural assessment of the complex has been scheduled for mid June.

 

Slave Lake Public Works Shop Expansion – The concept design has been completed. Tender and construction supervision are anticipated to be prepared in early July for tender call and an August 30, 2010 award closing date.
